IME-JP for windows version 1803, 1809 and 1903 are not working due to a Windows OS bug – Bug Thread of Microsoft
This issue is caused due to IME-JP DICT files in path C:\Windows\IME\IMEJP\DICTS
Just download the files in my GITHUB repo and paste it in the above folder
